No, agents are free to apply individually or may choose to apply as a consortium.
The upgrade from a small solar system to one with more capacity is eligible exclusively in the productive use window.
Only companies registered in Mozambique are eligible to apply to FASER. The fund is also open to a consortiums between a Mozambican and a foreign companies.
Companies should provide a functional warranty which includes after sales services of their products. Defective products must be replaced within the product’s warranty. During the verification process and impact assessment, customers will be asked about their experience with the company’s warranty system.
All stoves (with or without certification) should be submitted to laboratory testing in the Biomass Energy Certification and Testing Center (BECT) in the UEM to guarantee that all stoves will be tested under the same conditions.
Technologies supported by FASER shall not be double-subsidized and double-reported to different programs or organizations. To avoid any misunderstandings, companies should inform FASER if they have applied or received support from other donors or organizations.
An Agent can apply for more than one window. However, for each Window there is a maximum funding limit that each agent can apply for.
The companies shall submit their improved cookstoves for testing in order to evaluate the performance of the cookstoves. The performance is obtained through standardized testing procedures which can only be performed in a lab. Incentives for stoves are calculated based on the results of the Key Performance Indicators (lab results)
PAYGO or lease-to-own describes business models in which a company sells the product on credit over a predefined time period requesting regular installments with or without additional upfront or final payments until the ownership is fully transferred to the end-customer.
Only ICS and HTC customers connected to the grid are eligible, in the energy access, a system sold to a customer who already has access to the grid or to a solar system is not eligible for the RBF.
The LNOB Reverse Auction Window is a results-based financing (Results-Based Financing &ndash; RBF) mechanism aimed at promoting access to energy solutions for vulnerable and hard-to-reach groups, prioritizing those who are usually left out (Leave No One Behind &ndash; LNOB). Companies propose the level of incentive required to overcome market barriers and reach target beneficiaries, and financial support is disbursed only once results are verifiably achieved.<br />
<p style="line-height:normal;">The total value of the LNOB Reverse Auction Window is approximately EUR 2.5 million, to be disbursed through results-based incentives.<br /></p>
The target groups include low-income households and end users, with a particular focus on vulnerable and hard-to-reach populations, including rural and peri-urban communities. The initiative prioritizes beneficiaries who do not yet have access to modern energy solutions and/or related services, promoting social inclusion, economic affordability, and sustainable market expansion.<br />
No. While women are a priority group, they are not exclusive. LNOB+ also includes men, youth, elderly people, and other vulnerable groups, provided this is clearly justified, aligned with the programme&rsquo;s objectives, and properly documented.<br />

All proposals submitted by companies will be evaluated according to the defined criteria. Based on this assessment, one or more companies may be selected, depending on the quality, attractiveness, and alignment of the proposals with the programme&rsquo;s objectives.<br /><p style="line-height:normal;"><br /></p>
No. Only sales that are verified and demonstrably made within the eligible target groups qualify for incentive payments.<br />

<p style="line-height:normal;">No fixed standard exists. Companies are required to propose incentive levels per technology and target group, based on their cost structures, market strategies, and economic viability, while respecting the limits and principles defined by the programme.<br /></p>
<p style="line-height:normal;">As a general rule, each company may submit one proposal per window or one proposal per technology, provided this is allowed in the call for proposals and clearly specified in the terms of the call.<br /></p>
Yes. Companies that are not selected may reapply in a second evaluation round and benefit from a technical assistance package aimed at strengthening and improving their proposals prior to resubmission.<br />
Yes. Initial contract values will be allocated, and depending on the level of project implementation, additional reallocations of funds may occur.<br />
Yes. While the incentive value is initially proposed by the company, there is room for negotiation based on technical and financial criteria, ensuring that the final incentive is appropriate for both the company and the programme&rsquo;s objectives.<br />
The maximum amount is defined per company and per contract, as stipulated in the call for proposals. This amount varies depending on the type of technology and the specific criteria of each financing window.<br />
Yes. Companies are expected to have a clear understanding of all operational costs along the value chain, from procurement to delivery to the final beneficiary. To support this process, FASER has developed an Excel-based tool that consolidates information on eligible costs, incentive levels, and the calculation methodology. This tool will be shared with all companies, ensuring greater transparency and consistency in the definition of proposed prices and incentives.<br />
